  L.A. Unified School District - 1440 Testing

Los Angeles Unified School District (LAUSD) Section 01440 - Environmental Import / Export Materials Testing1, concerns the testing of all imported and exported fill materials that are destined for use on any LAUSD Property. The only exemption is Clean gravel from a pre-evaluated commercial source with prior written approval from LAUSD-Office of Environmental Health and Safety (OEHS).

  Summary of LAUSD 1440 Testing (Section 1.01):

A. All fill material, unless otherwise specified in writing by LAUSD-OEHS, whether imported or exported, must be tested at the site of origin, and certified in accordance with 3.01 of this Specification The OWNER retains the right to refuse any potential fill material proposed for use at a school site.

B. Details of the samples and testing must be submitted to and approved by LAUSD-OEHS Environmental Compliance Manager before transportation.

C. No crushed miscellaneous material whether imported or generated onsite, containing concrete, asphalt, construction debris, or other potential deleterious materials is permitted on school sites as fill material without prior testing and approval.

D. Import of clean gravel consisting of native rock from a commercial source may be exempted from the testing requirements of this section provided the material comes from a source pre-evaluated by the LAUSD-OEHS and a request for exemption is submitted by the CONTRACTOR at least two weeks prior to import. The CONTRACTOR shall provide written documentation, which identifies the source, volume and proposed transport date of the material for review and approval by LAUSD-OEHS prior to importing the materials. E. All certified material not utilized or disposed of within a period of 90 days will be subject to retesting before use.

Objectives of LAUSD 1440 Testing (Section 1.02)

A. Ensure that fill materials imported to school sites are safe for students, staff and visitors.

B. Ensure that materials exported from school sites for use at school and non-school sites or offsite disposal/recycling are adequately characterized for lawful disposition.

C. Ensure that representative data be collected so that analytical determinations can be made in regard to the first two objectives.

Minimal Analyses Requirements of 1440 Testing

A. Metals utilizing U.S. Environmental Protection Agency (EPA) Methods for Title 22 / CAM metals,

B. Volatile Organic Compounds (VOCs) utilizing EPA Method 8260,

C. Semi-Volatile Organic Compounds (SVOCs) utilizing EPA Method 8270, and

D. PolyChlorinated Biphenyls (PCBs) utilizing EPA Method 8082.
